About the Construction Project Manager Role
This position requires full-time, on-site responsibilities as a Construction Project Manager in the DMV area, with a specialized focus on ICD 705, SCIF, and SAPF construction and accreditation. The Project Manager will assume responsibility for supervising construction site management and ensuring adherence to safety protocols, leveraging extensive experience in overseeing the construction and accreditation of Sensitive Compartmented Information Facilities (SCIFs) and Special Access Program Facilities (SAPFs) in compliance with ICD 705 standards. Close collaboration with the Architecture and Engineering (A&E) team, clients, General Contractors (GC), and project sponsors is essential to ensure seamless project execution. The ideal candidate will demonstrate proficiency in logistical coordination and possess strong organizational capabilities, coupled with a proven track record of success in managing complex construction projects within secure environments. Additionally, candidates should demonstrate proficiency in reviewing shop drawings, managing submittals, and drafting Requests for Information (RFIs) tailored to meet the stringent requirements of ICD 705, SCIF, and SAPF construction.
Tasks & Responsibilities
- Responsible for offering ICD705 QA/QC and field guidance with GC and subcontractors
- Tasked with coordination between GC and Site Security for continuous inspections and audits
- Direct schedule management, with a focus on monitoring work progress against the master schedule.
- Review the provided 3-week schedule comprehensively, identifying areas that have commenced as planned and those that may be delayed. This assessment will help us gauge our progress and ensure alignment with our project timeline.
- Oversee field safety observations/audits and assessments of safety protocols, practices, and conditions at various job sites or field locations.
- Submittal and RFI review support
- Help craft complex RFIs that specifically deal with ICD 705 to achieve The Projects desired outcome.
- Facilitate and assist with various project review meetings and reporting, including those involving the customer and sponsor.
- Professional demeanor and tact are essential in all interactions.
Leadership:
- Collaborates closely with the SPG Executive Leadership Team (ELT) to drive strategic initiatives, align organizational goals, and foster a culture of excellence across every project.
- Regularly compile and deliver comprehensive weekly project reports to the SPG Executive Leadership Team (ELT), offering detailed insights into the status, progress, and performance of ongoing projects across the organization.
- Establishes and maintains relationships with project key stakeholders, Client, Customer, GC, site security and tradesmen
Qualifications & Requirements
- U.S. Citizenship: Due to the nature of this position and the requirement for access to classified or sensitive information, candidates must be U.S. citizens as defined by federal law.
- A minimum of 10 years’ experience in physical and technical security interpreting and implementing facility physical and technical security requirements IAW NISPOM, ICD 705, ICS 705-1/2 and SAPF requirements. Experience with Architectural Drawings/As-Builds/Schematics
- Demonstrated proficiency and hands-on experience in various aspects of physical construction across diverse projects and environments.
- Excellent verbal articulation and written communication skills.
- Able to work professionally and independently to drive initiatives forward and develop focused solutions.
- Ability to lift and carry objects weighing up to 25 lbs.
- Able to climb ladders and perform tasks at elevated heights
- Willingness and ability to travel as needed for job-related assignments
- Ability to walk, stand, and sit during working hours
- This position requires compliance with all safety protocols and procedures, including the use of Personal Protective Equipment (PPE) as necessary to ensure the safety and well-being of all employees. Candidates must be willing and able to wear appropriate PPE, including but not limited to hard hats, safety glasses, gloves, and steel-toed boots, as required for the job duties and work environment.
Preferred Qualifications
- Knowledge of Best Practices Guideline for Architectural Radio Frequency (RF) Shielding, TEMPEST and RF countermeasures
- Experience with Protected Distribution System (PDS) CNSSI 7003
- Understanding of CNSSAM Tempest/1-13 (Red/Black Separation guide)
- Documented completion of Accreditation documentation (Construction Security Plan (CSP), Fixed Facility Checklists (FFC), TEMPEST Checklist, Intrusion Detection System (IDS), Access Control System (ACS), Protected Distribution System (PDS) etc.)
- Knowledge of SCI, SAP and DOD Programs and Accreditation Processes
- Knowledge of UL2050 Standards for alarm and protective signaling systems.
